A waterproof barrier is required before pouring a new concrete deck. Without a waterproof membrane, water damage and dry rot will occur. Find a good hot mop contractor in you area.
When a concrete deck fails, it is because the waterproof barrier has failed to hold back the water. Do not cut corner on this phase of the project.
